<h3><strong>Expanded collaboration and targets</strong></h3>
<p>Under the expanded collaboration, Syre will support Target’s efforts to integrate recycled polyester made from end-of-life textiles into high-volume product categories across the retailer’s business. The companies said the initiative is expected to support 70,000 metric tons of recycled polyester over time, with broader product integration planned by 2030. The effort aims to move textile recycling into larger-scale retail applications while maintaining product quality and value.</p>

<p>“We couldn’t be more proud to continue working with Target to bring next-generation materials into retail at scale,” said Dennis Nobelius, Syre CEO. “This collaboration helps accelerate adoption and supports the continued development of circular textile solutions across the industry.”</p>

<p>Founded in 2023 by H&amp;M Group and investment firm Vargas, Syre develops textile-to-textile recycling systems for polyester. The company is planning its first large-scale recycling facility in Southeast Asia, with construction expected to begin in 2027. Syre has also partnered with other brands as it works to expand commercial adoption of recycled textile materials.</p>

<p>The American Apparel &amp; Footwear Association (AAFA) has called upon the Office of the United States Trade Representative (USTR) to enhance predictability in tariff policies and address unfair trade practices detrimental to the U.S. apparel sector.</p>
<p>This appeal was made in response to USTR&#8217;s request for comments regarding the upcoming 2026 National Trade Estimate (NTE) Report on Foreign Trade Barriers.</p>
<p>Audrey Clark, a specialist in trade and transportation for AAFA, submitted the recommendations, advocating for a non-stacking tariff model similar to those used by Japan and the European Union. Additionally, she urged the removal of <a href="https://www.globaltextiletimes.com/news/tariff-impact-uncertainties-hit-cambodias-garment-industry/" target="_blank" rel="noopener" data-wpil-monitor-id="2255">tariffs on manufacturing</a> inputs and machinery, as well as the elimination of tariffs on products that qualify under free trade agreements (FTAs).</p>
<p>Clark emphasized the need for any new measures to be implemented with sufficient lead time, allowing enforcement agencies and <a href="https://www.globaltextiletimes.com/sustainability/better-cotton-initiative-introduces-traceability-label/" target="_blank" rel="noopener" data-wpil-monitor-id="2253">supply chains</a> to adjust adequately.</p>
<p>“We believe these reforms, paired with the administration’s strong enforcement posture, will help ensure a more resilient, fair, and forward-looking trade environment for the U.S. apparel sector,” she stated.</p>
<p>In her submission, Clark identified several existing tariff programs that contribute to uncertainty in sourcing and planning, including Section 301 tariffs on China and proposed Section 301 tariffs on Nicaragua. She also noted proposed Section 232 tariffs on personal protective equipment and travel goods deemed derivatives of steel and aluminum, along with tariffs implemented under the International Emergency Economic Powers Act (IEEPA), which <a href="https://www.globaltextiletimes.com/press-issues/edana-and-inda-advocate-for-global-collaboration-on-trade-policies-affecting-the-nonwovens-industry/" target="_blank" rel="noopener" data-wpil-monitor-id="2257">affect global trade</a> while specifically targeting countries like China, Canada, Mexico, India, and Brazil.</p>
<p>The submission emphasized the U.S. apparel sector&#8217;s dependence on international trade, highlighting that approximately 97% of clothing and footwear purchased in the U.S. is imported, and about 95% of consumers of apparel and footwear reside outside of its borders.</p>
<p>The AAFA stated that barriers such as tariffs, quotas, and local regulations not only increase costs but also slow sales, cause delays, and lead to job losses.</p>
<p>It is estimated that 70–75% of the value of U.S. imported apparel comes from American-added value in areas like design, marketing, compliance, logistics, and retail. <a href="https://www.globaltextiletimes.com/news/aafa-urges-action-against-online-counterfeit-marketplaces/" target="_blank" rel="noopener" data-wpil-monitor-id="2256">AAFA suggests that this statistic is likely similar for footwear</a> and travel goods and estimates that around 3.6 million American jobs in the apparel sector will depend on these value chains in 2025.</p>
<p>The submission also drew attention to domestic tariff policy, reporting that the trade-weighted average tariff rates for 2024 included 14.9% for knit apparel, 14.29% for woven apparel, 12.25% for footwear, 8.7% for <a href="https://www.globaltextiletimes.com/news/indian-carpet-exporters-hopeful-despite-us-tariff-impact/" target="_blank" rel="noopener" data-wpil-monitor-id="2254">home textiles</a>, and 13.85% for travel goods, as opposed to an overall average trade-weighted tariff rate of about 2.35% in 2024.</p>
<p>The AAFA reported that duties collected on imports of apparel, footwear, textiles, and travel goods surpassed $18.3 billion in 2024. Moreover, the apparel sector accounted for roughly 4.78% of all U.S. imports by value and represented 25.70% of all duties collected by Customs.</p>
<p>The AAFA plans to continue gathering information from its members about barriers affecting exports and to relay that information to the USTR and other relevant agencies for further evaluation.</p>

										<content:encoded><![CDATA[<p>The 50% tariffs imposed by former U.S. President Donald Trump on Indian imports have had a profound impact on Indian carpet exports, affecting not only the textile and apparel industries but also significantly impacting the nation’s carpet exporters.</p>
<p>Reports indicate that the United States represents approximately 60% of India&#8217;s carpet export market. In FY25, out of the total $1.5 billion worth of carpets exported globally, over $920 million was shipped to the U.S. alone.</p>
<p>While this sector may not match the revenue of other major export-oriented industries, its social and economic significance is considerable. Estimates suggest the carpet industry provides direct employment to over two million individuals, potentially rising to 3.2 million, especially among women in rural regions. This labor-intensive sector, particularly the handmade carpet niche, is vital for the livelihoods of countless artisans and weavers, especially in the Mirzapur-Bhadohi area of Uttar Pradesh, a prominent center for carpet production.</p>
<p>However, the recently imposed U.S. tariffs have severely disrupted this once flourishing export-driven sector. Industry insiders report that orders from American buyers have dropped significantly following the tariff announcement, resulting in widespread layoffs and production halts in major carpet manufacturing hubs such as Bhadohi (Uttar Pradesh), Panipat (Haryana), and Jaipur and Bikaner (both in Rajasthan).</p>
<p>“Workers are compensated based on the square footage of carpet they produce. With shipments stalled, production has nearly ceased, and many workers are returning home,” stated an industry representative from Bikaner.</p>
<p>An exporter from Bhadohi, who heavily relies on the U.S. market, confirmed that his operations have ground to a halt, with no shipments dispatched to the U.S. in more than a month, indicating a severe crisis in the sector.</p>
<p>Bhadohi, known as the heart of India&#8217;s carpet industry, hosts around 1,200 exporters who also act as manufacturers. Reports suggest that about 1.4 million individuals, including 5-6% women, are directly or indirectly reliant on this industry in the region alone.</p>
<p>With order volumes diminishing, the repercussions of the impact of US <a href="https://www.globaltextiletimes.com/news/indian-textile-sector-seeks-export-protection-from-tariffs/" target="_blank" rel="noopener" data-wpil-monitor-id="1545">tariffs on Indian carpet exports are felt throughout the sector</a>. An official from the Carpet Export Promotion Council (CEPC) commented that the carpet industry is entirely export-driven, with minimal domestic sales, and the steep tariffs are now jeopardizing both the industry and the livelihoods of millions involved.</p>
<p>Although the government&#8217;s recent decision to eliminate <a href="https://www.globaltextiletimes.com/news/indonesias-textile-sector-seeks-increased-us-cotton-imports/" target="_blank" rel="noopener" data-wpil-monitor-id="1541">import duties on cotton</a> may provide some relief, those relying on wool remain vulnerable. Industry insiders warn that competitor nations such as Pakistan, Bangladesh, and Türkiye might take advantage of India&#8217;s declining position in the U.S. market.</p>
<p>Nevertheless, the resumption of discussions between India and the U.S. has sparked renewed hope among carpet exporters.</p>
<p>A delegation led by U.S. <a href="https://www.globaltextiletimes.com/news/india-and-eu-prepare-for-10th-round-of-trade-negotiations/" target="_blank" rel="noopener" data-wpil-monitor-id="1543">trade negotiator Brendan Lynch met with officials from India&#8217;s</a> Ministry of Commerce yesterday.</p>
<p>Negotiations had been paused last month following Trump&#8217;s announcement of the <a href="https://www.globaltextiletimes.com/apparel/us-imposes-50-tariff-on-indian-textiles-and-apparel/" target="_blank" rel="noopener" data-wpil-monitor-id="1542">50% tariffs</a> and India&#8217;s continued purchases of Russian oil. <p>The recent U.S. decision to impose a 25% tariff on imports from India is projected to have a substantial impact on earnings across sectors such as home textiles and carpets, according to a report by Crisil Ratings. Furthermore, an additional penalty tariff of 25% on crude oil imports from Russia, effective August 27, 2025, is likely to render exports from these sectors, as well as readymade garments (RMG), chemicals, agrochemicals, capital goods, and solar panels, economically unfeasible.</p>
<p>The report indicates that the extent of the impact will largely depend on each sector&#8217;s exposure to the U.S. market, their ability to transfer costs onto consumers, and how they compete against other countries. Presently, the U.S. is responsible for about 20% of <a href="https://www.globaltextiletimes.com/news/rbi-us-tariff-hike-could-cut-indias-exports-demand/" target="_blank" rel="noopener" data-wpil-monitor-id="519">India’s merchandise exports</a>, contributing approximately 2% to the country’s GDP. The existing reciprocal <a href="https://www.globaltextiletimes.com/news/us-tariffs-threaten-eu-textiles-with-asian-competition/" target="_blank" rel="noopener" data-wpil-monitor-id="517">tariffs already surpass those of many Asian</a> competitors, with the exception of China, and are anticipated to diminish India’s competitive edge in sectors that heavily rely on U.S. demand.</p>
<p><a href="https://www.globaltextiletimes.com/press-issues/eco-friendly-home-textiles-at-intertextile-shanghai/" target="_blank" rel="noopener"  data-wpil-monitor-id="1614">Home textiles</a> and carpets, which derive 70–75% and 65–70% of their sales from exports respectively, will likely face significant drops in both volume and profitability, particularly as the U.S. is a major market for these products. The <a href="https://www.globaltextiletimes.com/apparel/bangladesh-rmg-sector-reports-8-84-export-growth-to-39-35b/" target="_blank" rel="noopener" data-wpil-monitor-id="518">RMG sector</a>, which has 10–15% of its revenue linked to the U.S., will struggle to compete against suppliers from China and Vietnam.</p>
<p>While capital goods manufacturers may be slightly better positioned to absorb some cost increases due to their established market presence, they are likely to experience a decrease in new orders as buyers seek out suppliers from tariff-friendly nations like Mexico.</p>
<p>The report also cautioned about potential secondary effects, such as a slowdown in U.S. demand and a possible influx of exports from other tariff-affected countries into India, which could negatively impact local producers. However, robust corporate balance sheets, potential <a href="https://www.globaltextiletimes.com/news/indian-textile-sector-seeks-export-protection-from-tariffs/" target="_blank" rel="noopener" data-wpil-monitor-id="520">protective measures from the Indian government</a>, and bilateral trade agreements with other nations could help mitigate some of these challenges.</p>
<p>For the RMG sector, the new tariffs will render exports to the U.S., which currently account for 10-15% of total revenue, completely unviable, as the imposed tariffs will be significantly higher compared to those faced by <a href="https://www.globaltextiletimes.com/news/vietnam-manufacturers-show-optimism-for-q2-2025-growth/" target="_blank" rel="noopener" data-wpil-monitor-id="516">manufacturers in China and Vietnam</a>.</p>
<p>Crisil Ratings plans to keep a close watch on the evolving situation and will adjust credit ratings as necessary, emphasizing that any future trade agreements between the U.S. and India could significantly alter the current landscape.</p>
