What we’ve learned is that lasting wage growth depends on much broader systems, including government policies and industry-wide agreements. ACT gives us a pathway to bring those conversations to the national level and work alongside the most critical stakeholders needed for living wages to become a reality for the industry.”

A Decade-Long Commitment to Living Wages

Patagonia’s engagement with the living wage agenda is not new. Back in 2015, the company set an ambitious target for all workers across its supply chain to be earning a living wage by 2025. Prior to establishing that goal, Patagonia undertook detailed research into wage gaps and consulted leading experts in the field — including Richard Anker, a former labour economist at the International Labour Organization, and Martha Anker, a former World Health Organization statistician who co-founded the Global Living Wage Coalition.

The company’s earlier initiatives included supplier education programmes, assessments of potential wage improvement solutions and the use of Fair Trade mechanisms to channel direct financial support to workers producing its products. These efforts laid important groundwork, but Patagonia’s move toward ACT signals a recognition that systemic change requires systemic solutions.

“Achieving living wages in apparel manufacturing facilities across the globe was never going to be the work of a decade, a single company or a single strategy. It is the work of a movement,” Patagonia stated.

The ACT Initiative — Action, Collaboration, Transformation — brings together an broad coalition of brands, retailers, employer organisations, governments and the IndustriALL Global Union to create wage solutions tailored to the specific conditions of individual sourcing countries. Rather than applying a one-size-fits-all model, ACT’s framework is built around country-specific strategies, improved labour relations and responsible purchasing practices by brands.

The initiative also directly addresses how purchasing decisions made by brands and retailers affect wages at the factory level — a dimension that goes beyond what any single supplier relationship can influence. Patagonia emphasised that all key stakeholders across the apparel supply chain must move in the same direction for progress to be durable and far-reaching.

Christina Hajagos-Clausen, Director of the Textile, Garment, Shoe and Leather Sector at IndustriALL Global Union, welcomed Patagonia’s decision: “Patagonia’s decision to join ACT sends a strong signal on the need for collective action to transform the industry for better outcomes for workers, manufacturers and brands. We look forward to our collaboration.”

Industry-Wide Collective Bargaining as the Path Forward

Patagonia’s membership in the ACT Initiative reflects a broader industry understanding that Patagonia living wages cannot be achieved by isolated corporate commitments alone.
