However, EU officials now contend that the rise of digitalization provides comprehensive electronic data for all low-value imports, rendering a blanket exemption unnecessary. Data indicates that in 2025, approximately 5.9 billion items entered the EU duty-free, a volume that no longer aligns with the original intent of the exemption.

During a series of inspections conducted across all 27 member states in 2025, authorities found that more than 60% of the examined products failed to meet established EU standards. These failures included missing labels, the presence of unauthorized ingredients, and insufficient safety documentation. The Council emphasized that products on the EU market must adhere to high standards to protect citizens and ensure that goods from third countries do not create unfair competition for legitimate businesses operating within the European customs union.

Enhanced Product Traceability and Compliance Standards

The EU e-commerce import fee is intended to standardize border measures, ensuring that all parties—from bulk importers to individual shoppers—contribute customs charges and adhere to e-commerce regulations. Alongside the new fee, the EU is introducing stricter product traceability requirements. Product Identifier (PID) mandates will become compulsory on November 1, 2026, though businesses may begin providing this data voluntarily as early as July 2026.

Commissioner Maroš Šefčovič stated: “This reform ensures fairness for all businesses operating within the EU market while keeping customs procedures simple for consumers. By introducing a small duty and stronger product traceability, we are closing loopholes that allowed unsafe and non-compliant goods to enter our market too easily. This is a key step in the modernization of our European customs union and towards a fully digital, agile and coordinated EU customs system fit for the challenges of our times.”

Industry Response and Consumer Impact

Major market participants are already adjusting their logistics to comply with the upcoming e-commerce regulations. Shein has reportedly expanded its warehouse capacity in Wroclaw, Poland, a move that may reduce its direct exposure to the new tax. Meanwhile, platforms like AliExpress, owned by Alibaba, have indicated they will label relevant listings to show that prices include duties and VAT, or provide a clear breakdown of charges before a purchase is finalized.

Market Adjustments for Low-Value Imports

Amazon has noted that 97% of its shipments within the bloc were already fulfilled from internal warehouses last year. For items sent from outside the region, the company will disclose import charges prior to checkout. Analysts suggest that the EU e-commerce import fee could significantly impact the pricing strategies of “ultra-cheap” retailers. Sharon Iles, an analyst at GlobalData, noted that for items priced between €3 and €5, the fee could effectively double the landed cost. This shift may encourage price-sensitive consumers to return to traditional European retailers who offer immediate availability and trusted quality, as the price gap between budget platforms and established brands narrows under the customs duty reform.
